JOB DESCRIPTION: CANDIDATES MUST POSSESS A CURRENT TS/SCI SECURITY CLEARANCE WITH FULL-SCOPE POLYGRAPH. Develops and applies advanced methodological approaches to analysis of strategic communications for Intelligence Community customers. Provides research and analysis to support intelligence organizations. May support development and analysis of intelligence products. Presents analysis or products to customers. May support policy and procedure development for agency, interagency, or community-wide support. Works on complex problems. Establishes and recommends changes to policies which affect subordinate organizations. May determine methods and procedures to be used on new assignments and may provide guidance to nonexempt personnel and train others. Frequently interacts with customers and/or functional peer group managers. May interact with senior management. Interactions normally involve matters between functional areas, other company divisions or units, or customers and the company.

REQUIRED EDUCATION/SKILLS: Undergraduate or graduate degree in social science, business, statistics or equivalent OR 3 years of relevant experience in military psychological operations (PSYOP) or information operations (IO), public diplomacy, or commercial marketing. Candidates must possess strong skills in written and oral English, demonstrate excellent analytical ability, solid interpersonal skills, and the ability to work under tight deadlines. Candidates must be able to and feel comfortable working independently and in team environments. Experience with standard intelligence databases and systems, and procedures. Ability to conduct research, retrieval and integration of all-source data from various sources including classified sites, unclassified sites, and finished intelligence. Must possess a Top Secret SCI security clearance with full-scope poly.

DESIRED SKILLS: Experience in applying methodologically rigorous solutions to challenging strategic communications problem sets. Experience in persuasion sciences, commercial marketing, advertising, or communication theory. Experience in survey research/polling, knowledge of SPSS. Applicable Intelligence Community experience. Language proficiency and foreign area knowledge, particularly of the Middle East, gained through study, travel or work abroad is desired.

Senior Intelligence Subject Matter Expert

Perception IR Special Services is seeking a Senior Intelligence Analyst to join our team in Reston, VA to provide intelligence and forensic expertise. This position requires a minimum 15 years of analytical experience in military intelligence. The Intelligence SME will;

*Support intelligence operations.

*Provide exploitation and asymmetric threat analysis including the identification, development, and integration of countermeasure technologies.

*Provide multi-intelligence analysis and fusion in support of counter-IED efforts and operations executed by committed war fighting units, integrating existing national-level products and databases to provide an enhanced level of information support.

Qualifications

15 years of analytical intelligence experience.

GENERAL DEFINITION OF WORK:
Administers NNRHA’s commercial loan and tax exempt bond program and performs administrative and other technical work associated with the labor compliance requirements of federally funded contracts. Works under the general direction of the Community Development Director.

TYPICAL TASKS: (Examples Only)
Markets the availability of CDBG funded commercial loan assistance to prospective clients and to financial institutions through frequent calls and regular personal contacts; prepares related marketing materials;
Evaluates requests for financial assistance and works with prospective borrowers and/or financial institutions; works with City Department of Development staff in the preparation of loan packages for approval by NNRHA;
Performs commercial loan portfolio management including UCC and other filings, monitoring of loan repayments; makes verbal and written contacts to borrowers in the case of delinquent loan payments and structures work out payment arrangements as appropriate; develops related guidelines, policies, procedures and forms;
Reviews and prepares recommendations in response to requests for tax exempt bond financing and coordinates the processing for such requests;
In conjunction with NNRHA awarded construction contracts, conducts preconstruction conferences related to compliance with Davis Bacon wage determinations and federal labor standards requirements;
Conducts all required payroll monitoring for Davis Bacon wage compliance; performs regular work site contacts with construction personnel to confirm compliance and to record the payment of required wages; makes required contacts to resolve instances of non-conformity;
Establishes and maintains files for audit purposes and prepares related reports for distribution within NNRHA and to HUD as required.

General knowledge of financial management and business loan evaluation;
General knowledge of loan origination, financing techniques and accounting procedures;
Ability to interpret and explain Federal regulations;
Ability to conduct independent research and prepare complex reports.

EDUCATION AND EXPERIENCE: (The following requirements may be used to evaluate applicants for employment. Any combination of education and experience equivalent to graduation from an accredited college or university with major course work in business administration, public administration, finance or related field, with a minimum of six months of related experience. Previous banking experience in a lending role a plus.

Job Description:

Candidates should display specialized experience demonstrating, collecting and developing information pertaining to human terrain. Developing information requirements such as: collects, processes, and stores team research products, analyses, estimates, and plans; Analyzes incomplete and conflicting information to produce research products that assess socio-cultural environments; Implementing the team’s research in compliance with established regulations and guidance; Manages information technology and processes for the team. Candidates must be willing to conduct a variety of tactical maneuvers in personal protective gear, which may include: entering and exiting a combat vehicle, conducting a security halt, and responding to direct and indirect fire.

This is an emergency essential position that ensures the success of combat operations or supports essential combat systems after a mobilization, evacuation order, or other military crisis. Incumbent may be required to deploy, on very short notice, to potentially high-threat, hostile OCONUS environments and to undergo specific training and immunization requirements as appropriate for OCONUS deployments. Incumbent may be required to perform duties under austere and potentially hazardous conditions during exercise and real-world crisis deployments.

Position also requires travel (100% of the time), CONUS and OCONUS, as well as frequently extended duty with long hours under high pressure and generally high-risk job responsibilities.

Requirements:

• Clearly reflect 1 year of demonstrated experience performing the duties listed above (specialized experience) which must be comparable to the next lower GGE/Band. Includes:
o Ability to conduct research planning
o Ability to perform knowledge management and conduct briefings
o Ability to show previously acquired skills in data collection, including the use of data collection tools
• Willing to deploy to combat zones - willing to travel 100% of the time
• Employee must successfully drug screening, as required by the client
• Ability to meet the United States Central Command (CENTCOM) physical, medical and other requirements for deployment, including the ability to lift and walk with heavy objects and work in an austere and rugged environment
• Able to qualify to transition to a Department of the Army Civilian prior to deployment
• Must be able to successfully complete Human Terrain training at Fort Leavenworth, KS
• Willing and able to live in less than desirable and potentially hazardous living conditions for extended periods of time
• Willing to work long hours, with little sleep or rest under high pressure and generally high-risk job responsibilities
• Willing and able to travel extended distances by foot, military ground vehicles, and air transport into mountainous or desert regions

Job Description:

This worker reads and interprets manufacturers' and airline's maintenance manuals, service bulletins, technical data, engineering data, and other specifications to determine feasibility and method of repairing or replacing malfunctioning or damaged components.

This mechanic performs 100-hour, progressive, isochronal, phase, periodic, and other hourly or calendar inspections, examines reciprocating engines for cracked cylinders and oil leaks, and listens to operating engine to detect and diagnose malfunctions, such as sticking or burnt valves, inspects jet engines and components for cracks, corrosion, foreign object damage, burned areas, distortions, security, warping, wear, and missing segments. Inspects jet engine turbine blades to detect cracks, distortion, corrosion, burn-out, security, or breaks, tests engine operation, using testing equipment, such as ignition analyzer, compression checker, distributor timer, ammeter, and jet calibration (Jetcal) tester, to locate source of malfunction. Work involves: replacing or repairing worn or damaged components, such as carburetors, alternators, magnetos, fuel controls, fuel pumps, oil pumps, and engine mounted gearboxes, and compressor bleed valves using hand tools, gauges, and testing equipment; removing engine from aircraft, using hoist or forklift truck, disassembling and inspecting parts for wear, cracks, security, or other defects, and repairing or replacing defective engine parts and reassembles and installs engine in aircraft.

Job duties require that this mechanic: adjusts, repairs, or replaces electrical wiring system and aircraft accessories, performs preflight, thru-flight, and post-flight maintenance inspections, performs miscellaneous duties to service aircraft, including flushing crankcase, cleaning screens and filters, greasing moving parts, and checking brakes. This incumbent supervises the jacking and towing of aircraft, enters in the maintenance records description of the work performed and verifies the work was performed satisfactorily, may service engines and airframe components at line station making repairs, short of overhaul, required to keep aircraft in safe operating condition, may specialize in work, repair and modification of structural, precision, and functional spare parts and assemblies, and may specialize in engine repair. Seeking experienced Airborne Warning and Control Systems (AWACS / E-3 or E-2
/ Hawkeye) Mission Crew instructors. Specific knowledge areas include
Tactical/Weapons, Surveillance, Comm/Data Links, Radar/IFF (Identification,
Friend or Foe), ESM (Electronic Support Measures). Training will be
conducted in Seattle WA for an international customer's Advanced Warning
system platform. Experience and knowledge of simulator training scenario
development, and simulator role playing preferable.

Want operational personnel, not considering WADS at this time, but may if
unable to fill.

JOB DUTIES: Experienced Airborne Warning Systems (AWS) mission crew
instructor for Peace Eagle Turkish Air Force personnel. Specific knowledge
areas include Tactical/Weapons, Surveillance, Comm/Data Links, Radar/IFF
(Identification, friend or foe), ESM (Electronic Support Measures). Basic
understanding of communication, computing and radar systems. Training
delivery primarily using PowerPoint presentations, simulators and on actual
equipment in the classroom and live in-flight. Desirable experience in
course design and development; and knowledge of AWS simulator training
scenario development and simulator role playing.

JOB SKILLS: Bachelor's and typically 6 or more years' related work
experience, a Master's degree and typically 4 or more years' related work
experience or an equivalent combination of education and experience. Prior
qualification as an AWACS/AEW mission crewmember with knowledge of mission
crew operational concepts; particularly surveillance and weapons and prior
instructor experience required. Must have current US security clearance.
Must be able to meet Boeing Occupational Health Examination requirements
specified for 737 AEW&C (Airborne Early Warning and Control) flight crew
members. Some domestic and international travel possible. Experienced in
instruction of international customers desirable.
